With effect from January 1, 2012, the ordinary insurance premium rate for labor insurance shall be raised by 0.5% to 7.5%. Premium shall be calculated based on the monthly insurance salary of the insured persons. The total premium charged shall be 8.5%, including 1% employment insurance premium.

According to the letter from the Council of Labor Affairs, Executive Yuan dated August 4, 2011 under reference Lao-Bao-1-1000021495, the ordinary insurance premium rate for labor insurance shall be adjusted to 8.5% on January 1, 2012. Further, pursuant to article 41, paragraph 2 of the Employment Insurance Act and the letter from the Executive Yuan dated December 27, 2002 under reference Yuan-Tai-Lao- 0910061906, the ordinary insurance premium rate for labor insurance shall be reduced by 1% with effect from the date the Employment Insurance Act is implemented, and the premium calculation shall be based on the insurance salary for the current month. In other words, with effect from January 1, 2012, the ordinary insurance premium for labor insurance shall be calculated at 7.5% against the monthly insurance salary of the insured persons. The total premium charged shall be 8.5%, including 1% for employment insurance.

Based on the revised Table of Grades of Insurance Salary, the amount of insurance salary for Level 1 shall be adjusted to NT$18,780. With effect from January 1, 2012, the Bureau of Labor Insurance shall proactively adjust the insurance salary of the insured person to NT$18,780 if the current amount is lower than NT$18,780. No reporting is required from the insured unit.

With effect from January 1, 2012, the basic wage shall be adjusted from NT$17,880 to NT$18,780 per month. To keep pace with the basic wage adjustment, the insurance salary for Level 1 of the Table of Grades of Insurance Salary shall be revised to NT$18,780 accordingly. The floor limit of insurance salary for child workers (aged under 16) and trainees of vocational training institutions shall be revised on January 1, 2012 to NT$13,500 also. The floor limit for monthly insurance salary of part-time workers and disabled people under sheltered employment programs shall remain at NT$11,100 and NT$6,000 respectively. (The levels for NT$18,300 have been removed from the original Table of Grades of Insurance Salary.)

Following the revision of the Table of Grades of Insurance Salary, the Bureau of Labor Insurance shall proactively adjust the insurance salary of the following insured persons. With effect from January 1, 2012, the premium shall be calculated based on the adjusted amount.

  1. For insured persons aged 16 years or over and who are currently covered at an insurance salary of NT$17,880 or NT$18,300 (except part-time workers and disabled people under the sheltered employment programs): The monthly insurance salary shall be adjusted to NT$18,780.
  2. For insured persons who are trainees of vocational training institutions and child workers: The monthly insurance salary shall be adjusted to NT$13,500 if the original monthly insurance salary is NT$12,540.

The notice for the adjustment of insurance salary shall be printed on the reverse side of the insurance premium payment bills for November, 2011, which shall be mailed to the insured unit in the last ten days of December, 2011. For those insured persons with an adjusted insurance salary, the Bureau shall also provide a “Detailed Calculation List of Premium with Modification in the Current Month” which shall be included in the premium payment bill for January 2012 (to be mailed during the last ten days of February, 2012). Please check the lists carefully and advise the Bureau before the deadline for premium payment if there is any discrepancy.

The new “Table of Grades of Insurance Salary” and “Table of Insurance Premium Shared by the Insured Person and the Insured Unit” applicable for 2012 is available for download on the Bureau’s website.
