The Farmer Health Insurance program has suffered from deficit in year upon year since it was formally launched. The deficit was directly associated with the lack of maximum age limit for the Insured. High average age results in higher rates of serious disability and death. On the other hand, the low premium rate of 2.55 percent has not been raised in response to the increasing expenditures, resulting in payment imbalance yearly. According to Article 44 of the Farmer Health Insurance Act, however the deficit of the program is to be subsidized by the competent central authorities.
