Benefits

  1. Unemployment benefits
    The insured person applying for unemployment benefit shall submit the following documents to a public employment agency in person to register for job placement, apply for unemployment confirmation, and accept employment counseling:
    1. Unemployment status confirmation (reconfirmation) letter, unemployment benefit application form, and benefit receipt.
    2. Employment separation certificate or proof of fixed term contract.
    3. A duplicate of the national identification card or other proof of identity.
    4. A duplicate of the insured's personal bank passbook for a domestic bank.
    5. People with physical or mental impairment shall also submit a certificate of physical or mental disability issued by the competent authority.
    6. People with dependents shall also submit the following documents:
      (6-1) A duplicate of the household registration or of other proof of identity of the dependents.
      (6-2) People with physically or mentally impaired dependents shall also submit the corresponding physical or mental disability certificates issued by the competent authority
  2. Early reemployment incentives
    The insured person applying for the early reemployment incentive shall send the following documents by mail to the Bureau of Labor Insurance:
    1. Early Reemployment Incentive Application Form and benefit receipt.
    2. A duplicate of the insured's personal bank passbook for a domestic bank.Applicants do not have to send this document if it is the same that they have been submitted for unemployment benefits 
  3. Vocational training living allowances
    The insured person applying for the vocational training living allowance shall register in person at a Public Employment Service Institution with the following documents to seek employment, and participate in full-time vocational training arranged by the Public Employment Service Institution:
    1. Vocational Training Living Allowance Application Form and benefit receipt.
    2. Employment separation certificate or fixed-term contract.
    3. A duplicate of the national identification card or other proof of identity.
    4. A duplicate of the insured's personal bank passbook for a domestic bank. This is not required, however, if the account for payment is the same as the one for unemployment benefit.
    5. People with dependents shall also submit the following documents:
      (5-1) A duplicate of the household registration or of other proof of identity of the dependents.
      (5-2) People with physically or mentally impaired dependents shall also submit the corresponding physical or mental disability certificates issued by the competent authority 
  4. Parental Leave Allowances
    The insured person applying for parental leave allowance shall send the following documents to Bureau of Labor Insurance by mail:
    1. The Parental Leave Allowance Application Form and Benefits Receipt.
    2. Proof of parental leave without pay. (Can be substituted by the last column of the application form.)
    3. A duplicate of the household registration (or resident visa) of the insured and the child. If the child has only birth certificate made abroad, then in addition to the passport copy of the insured, both the original birth certificate and the Chinese translation shall be endorsed by relative governmental institute.
    4. A duplicate of the insured person's personal bank passbook for a domestic bank
    5. An insured person who is already living with adopted children shall provide any of the following documents:
      ①Trail adoption contract signed between legal adoption service provider, adopters and adoptees.
      ②Documentary proof of family writ petition (petition for recognition of adoption) requested from the court, supported by a proof of living with the adoptees in same residential address (e.g., household  Certificate)
      ③Court-issued orders or official documents (e.g., notices issued by the family court) or relevant documentary proof such as certificates issued by village or borough chiefs may be provided if the children are adopted by relatives or step-parents.
       
  5. National Health Insurance Premium Subsidies for unemployed insured persons and dependants enrolled with the insured person
    1. Target
      1. The insured person receiving unemployment benefit or vocational training living allowance.
      2. Dependents who had joined the National Health Insurance with the insured person at the time the insured person left his/her job and withdrew from his/her insurance, and who maintain the status of a dependant stipulated in Article 2 of the National Health Insurance Act or a Category 6 insured person for the duration of subsidization. However, this does not include dependants who backdated to join the insurance after the insured person had left his/her job and withdrawn from his/her insurance.
    2. Subsidy and term
      For insured persons who meet the criteria of the subsidy, the insurer should subsidize their self-paid portion of National Health Insurance premiums on a monthly basis. However, the insurer shall not subsidize for the supplementary premium to be collected in accordance with the National Health Insurance Act.
    3. Procedure of subsidy
      The Bureau of Labor Insurance (the insurer) submits the name, National ID card number, date of leaving the job and withdrawing from his/her insurance, the insured unit at the time of leaving the job and withdrawing from the insurance of the person who regularly receives the unemployment benefit and vocational training living allowance to the National Health Insurance Administration, Ministry of Health and Welfare. After checking the status of the unemployed insured person and his/her dependants, all data shall be returned to the insurer for confirmation. The National Health Insurance Administration, Ministry of Health and Welfare shall calculate the self-paid portion of National Health Insurance premium based on data confirmed by the insurer and submit receipts to the insurer for payment procedures. It is not necessary for the insured to file a separate application to the insurer for this allowance. During the period of unemployment, the insured should still apply for National Health Insurance enrollment based on National Health Insurance Act. Please contact National Health Insurance Administration, Ministry of Health and Welfare for NHI application procedures. 
      While processing the collection of NHI premium payment, the National Health Insurance Administration, Ministry of Health and Welfare will forward the relevant information about the subsidy to the insured unit of the recipient for review. According to the regulations, the insured unit shall not withhold NHI premium payment therefrom. If the unemployed insured wishes to abandon the NHI premium subsidy, he/she may notify the insurer before the end of the month during which the subsidy is granted.
