Application

Eligibilities for Application

(A) Farmers:
  1. Applicants must be a citizen of the R.O.C, 65 years of age or older, with a legal domicile in the R.O.C., and who has stayed in the country for more than 183 days in each of the last three years.
  2. Applicants who have been participating in the farmers’ health insurance program for 15 years or more at the time of application shall be entitled to the full payment of the allowance at NT$8,110. Applicants who were enrolled in the farmers’ health insurance program on or before July 17,  2014 and have been continuously participating in the program shall be entitled to a 50% payment of the allowance (NT$4,055) if they have been insured for more than six months but less than 15 years at the time of application.
  3. No applicant shall, in the meantime, receive any living allowance or subsidies from the government within the same period they are receiving the welfare allowance for elderly farmers.
  4. If the applicant is already receiving the old-age benefit of a social insurance program, the applicant should already have been participating in the farmers’ health insurance program as of November 12, 1998 or before, with no interruption in the period of insurance.
  5. For applicants who start to apply for the welfare allowance for elderly farmers on or after January 1, 2013, the applicant shall be entitled to the allowance if his/her total non-farming income for the preceding tax year less than NT$500,000.
  6. For the applicants who start to apply for welfare allowance for elderly farmers on or after January 1, 2013, the total value of house and land owned by the applicant shall be less than NT$5 million. The amount thereof shall be deducted, however, if the house or land meets the following criteria:
    (1) farmland;
    (2) land lawfully reserved for public facility which has not yet been expropriated or compensated due to government financial policies or other reasons not attributable to the applicant;
    (3) farmhouses;
    (4) sole house serving as the actual residence of an applicant who does not possess any farmhouse, and the sum of the assessed standard house price and the publicly declared present value of land does not exceed NT$4 million. If the sum exceeds NT$4 million, only NT$4 million shall be deducted.
    (5) aboriginal conservation lands which have not yielded any economic benefits;
    (6) the accomplished roads for the public installations which have not yielded any economic benefits as certified by the competent authorities of the municipality or county (city) government.
(B) Fishermen:
  1. Applicants must be a citizen of the R.O.C, 65 years of age or older, with a legal domicile in the R.O.C., and who has stayed in the country for more than 183 days in each of the last three years.
  2. If the applicant is already receiving the old-age benefit of a social insurance program at the time of application, the applicant should have been participating in fishermen’s association as a category A member under the labor insurance program as of November 12, 1998 or before, with no interruption in either labor insurance coverage or as a Category A member of the fishermen’s association. (Please refer to Note 1 and Note 2 for exceptional conditions.)
    [Note 1] If a Category A member of the fishermen's association has received the old-age benefit of labor insurance and since withdrawn his/her membership before September 4, 1999, he/she shall be considered a qualified Category A member of the fishermen's association and entitled to old-age farmers' welfare allowance.
    [Note 2] With effect from February 17, 2020, if an individual has acquired the Category A membership of a fishermen's association before November 12, 1998 but changed his/her household registration to another district outside of the location of the original fishermen's association, he/she is still entitled to apply for the old-age farmers' welfare allowance, subject to that he/she has moved back to the district of the original fishermen's association before November 12, 1998; has continued engaging in the work of fisheries and paid the annual membership fee each year. Also, after having lost his/her membership due to the relocation and withdrawn from the labor insurance, he/she has rejoined the labor insurance program without moving out again from the district after November 13, 1998. 
  3. No applicant shall, in the meantime, receive any living allowance or subsidies from the government within the same period they are receiving the welfare allowance for elderly farmers.
  4. For applicants who start to apply for the old-age farmers’ welfare allowance on or after January 1, 2013, the applicant shall be entitled to the allowance if his/her total non-farming income for the preceding tax year less than NT$500,000.

Standards of Payments

  1. Farmers or fishermen eligible for the benefit will receive a monthly payment of NT$8,110 or 4,055, starting from the month of the claim till the month when the insured person dies.
  2. The amount will be adjusted once every four years by comparing the accumulated growth rate of the consumer price index for the most recent fiscal year against the consumer price index of the preceding year published by the central budget, accounting and statistics institutions. No adjustment will be made when the accumulated growth rate is zero or negative.

Procedures for Applications

(I)    Applications over the Counter:
The application may be filed since the month when the applicant becomes qualified for the benefit. Please visit the responsible farmers' association or fishermen's association and complete the application forms for the  Welfare Allowance for Elderly Farmers, in the meantime present the following documents: 
  1. The formal copies of I.D. cards of the applicants and each Xeroxed copy for the front and back page of the I.D.
  2. Seals.
  3. Passbooks for the account held by the farmer/fisherman with the credit departments of the farmers’/fishermen’s associations or the banks/post offices assuming the business of such credit departments.
(II)    Online Application:   
The farmer or fisherman may visit the BLI's e-service system and log on to the "Online Application and Inquiry System for Individuals" through his/her Citizen Digital Certificate, input the relevant information as instructed and complete the online application procedures.
[Note] On receiving the online application for Welfare Allowance or Elderly Farmers submitted by the fisherman (Type A member of the fishermen's associations), the BLI will proactively notify the responsible fishermen's association to proceed with a preliminary review. The fishermen's association shall complete the preliminary review within a month and forward the reviewed case to the BLI for examination.

Administrative Remedy:
In accordance with Article 14, Paragraph 1 and Article 58 of the Administrative Appeal Act, an administrative appeal shall be filed within 30 days since one day after the date on which the administrative action is served, if the applicant has any objection against the BLI's disapproval of the claim. The appeal should be sent to the Executive Yuan through the Council of Agriculture, Executive Yuan (Address: No. 37, Nanhai Road, Taipei City)

Other Matters that Attention Should Also be paid:

  1. The living assistances or allowance paid by the Government mentioned above mean: living subsidies for low-income households; living allowance for senior citizens of semi-low income; living subsidies for disabled persons; payments of living for veterans and those who have received subsidy or sheltering arrangement from the government;and other living subsidies or allowance payable monthly under other titles.
  2. The old-age benefits from social insurance programs mentioned above mean: old-age payments for the Government Employees' and School Staffs' Insurance(before May,31,1999); old-age benefits of the Labor Insurance; retirement payments for Military Personnel Insurance; and National Pension Insurance old-age pension benefits.(It’s applicable to old-Age farmers while filing their applications after August 18,2013)
  3. When those farmers and fishermen receiving the Old-Age Farmers Welfare Allowance die, their statutory successors shall, within thirty days of the occurrence of the specific events, submit all the related documents and materials, and report to the grass-root farmers' or fishermen' association they were affiliated with. The associations concerned shall fill out the application forms of disqualification and inform the Bureau.
  4. In the event that an individual has received the allowance which he/she is not qualified for, the money received should be reimbursed within 30 days after the occurrence of the event, either by the insured person or by his/her statutory successor. The insurer may refer to the court for compulsory execution under law if the insured fails to reimburse the money as required.
  5. For those unclaimed allowance belonging to the deceased old-age farmers and fishermen, their statutory successors may, prepare copies of the registration of households with the registration of the death of the recipients and copies of the registration of households of the successors, to apply for receiving these allowance. In the event that there are over two successors, they shall additionally prepare joint authorization and acknowledgement documents and only one of them is able to apply for receiving these allowances.
  6. Currently, the designates accounts for receiving the welfare allowance for elderly farmers are limited to accounts opened with the credit departments of the farmers’ or fishermen’s associations or the post offices. Bank accounts can be accepted, however, if the bank has assumed the business of the aforementioned credit departments. If the insured person wishes to change the designated account with the credit departments/banks/post offices for receiving the allowance, he/she should, before 5th of the month, submit the following documents in person or by mail through the farmers’ associations to the Bureau at No. 4, Section 1, Roosevelt Road, Taipei City 100232 or fax (FAX: 02-23411061) to the Bureau (Welfare Allowance Section, Farmer Insurance Division, TEL: 02-23961266 Ext. 3500).
