Frequently-Asked Questions by Migrant Workers When Inquiring on Labor (Occupational Accident) Insurance Information through the “Online Application and Inquiry Download System for Foreign Workers” of the Workforce Development Agency, Ministry of Labor

Q1: What do “Y”, “N” and “NONE” stand for when the system displays the result of queries on the enrollment status of labor (occupational accident) insurance?
A1: For those with an enrollment status of “Y”, the individual is currently covered by the insurance. For those with an enrollment status of “N”, the individual is not covered by the insurance at present (He/she has not been enrolled, or has withdrawn from the insurance). “NONE” means that there is no enrollment record for the individual at all.

Q2: When I inquired on the labor (occupational accident) insurance information, the system merely displayed “Y” as the enrollment status and the date. Why?
A2: For the information security of the website of the Workforce Development Agency, Ministry of Labor and the enrollment information is the scope of the BLI’s business therein. The BLI follows the “Principle of Least Disclosure” required by the Personal Data Protection Act.

Q3: If I have any questions about the results of insurance information inquiry, how can I get help?
A3: You may seek assistance through the following channels:
  1. Please call the Bureau of Labor Insurance, Ministry of Labor (hereafter referred to as BLI) telephone service center (02-23961266, Ext. 3111) and provide your basic personal information (including name, date of birth and ARC number), as well as the name of your most recent employer. You may inquire on the number of insured years under the labor (occupational accident) insurance and raise relevant questions.
  2. Please write to the BLI, providing your name, contact method and describing the assistance required. Please also attach a photocopy of your ARC and NHI IC card. The BLI will respond to you accordingly.
  3. Please visit any of the BLI’s local offices, presenting the original of your ARC and health insurance IC card carrying your photo.
Q4: I am working currently and has proper employment record. The inquiry result, however, showed that there was no enrollment record for labor insurance or occupational accident insurance. Why?
A4: Please write to the BLI, providing your name, contact method and describing the assistance required. Please also attach a photocopy of your ARC and health insurance IC card. The BLI will respond to you accordingly. You may also visit any of the BLI’s local offices for assistance, presenting the originals of your ARC and health insurance IC card carrying your photo.

Q5: I am a migrant domestic worker. The enquiry result showed that I was covered by labor occupational accident insurance only. Why?
A5: Originally, the migrant domestic workers hired by natural persons may participate in the labor insurance on a voluntary basis. After the implementation of the Labor Occupational Accident Insurance and Protection Act on May 1, 2022, foreign home caregivers and household assistants are subject to compulsory enrollment to the labor occupational accident insurance. The BLI will cross-check the data kept by the Workforce Development Agency, Ministry of Labor and assist the employers to enroll their migrant domestic workers to labor occupational accident insurance.

Q6: How can I access to the detailed enrollment information for labor (occupational accident) insurance?
A6: You may inquire on the detailed enrollment information through the following channels:
  1. Inquiry through Internet: Please bring your ARC (IC Card), if available, and visit any of the service stations of the National Immigration Agency to apply for an “Alien Citizen Digital Certificate”. Please also prepare a card reader, so that you can log onto the BLI’s e-service system through its global website (Chinese Version). Please log onto the e-service system to check your labor (occupational accident) insurance enrollment information (Online Application/Log in the e-Service System/Online Application and Inquiry by Individuals).
  2. Inquiries over the Counter:
    (1) Inquiry in Person: To acquire the labor (occupational accident) insurance information on the spot, please visit any of the BLI’s local offices and present the originals of your ARC and health insurance IC card carrying your photo.
    (2) Commissioning a third-party for the inquiry service: The trustee should complete a letter of authorization, specifying the scope of authorization, the name of the authorizer and the trustee, their personal identity number (unified certificate number), date of birth, address and phone number. The trustee should also bring the originals of the personal identity documents of both parties (carrying the photos thereof), as well as the personal seals.
