With the state insurance running for 5 years now, starting in October 2013, the Bureau of Labor Insurance will successively notify individuals collecting the mentally/physically disability (basic coverage) pension payment to undergo the working capability reassessment.

I. As stipulated by the National Pension Act, individuals filing to collect the mentally/physically disability (basic coverage) pension payment need to conform to severe levels or higher of physical/mental disability and hold a valid physical/mental handicap handbook or proof of documentation, and have been assessed to be deprived of working capability, and also without any exceptional conditions in order to be eligible to collect the monthly payout.
II. Since Article 37 of the National Pension Act stipulates the guideline of an audit mechanism for filing for the mentally/physically disability (basic coverage) pension payment, it also stipulates that an insured who experiences reduced levels of disability or no longer qualify for the stipulations during the collection period shall be suspended of the pension payment.  Consequently, an individual collecting the mentally/physically disability (basic coverage) pension payment whose mentally/physically type and level no longer comply with the items enlisted in the “National Pension Insurance Mentally/Physically (Basic Coverage) Pension Scheme’s Mentally/Physically Type and Classification Chart Regarding an Individual as without the Working Capability” will need to undergo the working capability reassessment every 5 years to ascertain whether the individual still conforms to the filing qualification (meaning whether the individual is still incapable of working) in order for the bureau to review whether to continue issuing the annuity payout.
III. With the National Pension Insurance reaching the 5-year mark since its initial induction in October 2008, thus starting in October 2013, the Bureau of Labor Insurance will be forwarding the working capability reassessment notice to the mentally/physically disability (basic coverage) pension recipients who are required to undergo the working capability reassessment.  When receiving the reassessment notice, an individual is to present the “integrate working capability reassessment evaluation chart” and the “handicap handbook or proof of documentation” to a medical institution sanctioned to offer the mentally/physically disability assessment service for the hospital to issue an evaluation sheet.   At reassessment, an individual needs to first remit the fee, and then fill out the “reassessment billing application” upon completing the reassessment formalities, and forward it along with the “original” of the receipt the hospital issues to the Bureau of Labor Insurance to apply for the reassessment reimbursement.  Upon reviewing and approving the application, the Bureau of Labor Insurance will remit the reassessment billing to the account the insured has specified in the payment application.
IV. In the instance where an insured should fail complete the working capability reassessment within a 30-day period upon receiving the notice, the Bureau of Labor Insurance will temporarily withhold issuing the pension, and only after the individual completing the reassessment, and assessing as “lacking working capability” and also confirming to the filing stipulations, the Bureau of Labor Insurance will reinstate the individual’s eligibility to receive the pension, and also retroactively reissue the pension withhold during the reassessment period.
