3. The number of employees in our company is fewer than 5. Is the company therefore not required to enroll its employees in the employment insurance program?

  1. All registered business units with more than 1 employee should enroll employees in the employment insurance program.

    Although companies/firms with fewer than 5 employees are not compulsorily required to to participate in the labor insurance program, they may enroll their employees in labor insurance on a voluntary basis. The employees will be simultaneously covered by employment insurance when they become enrolled in the labor insurance program. All registered business units with more than 1 employee are legally required to participate in the employment insurance program. Companies/firms with fewer than 5 employees and are unwilling to enroll its employees in the labor insurance program are still required to obtain employment insurance coverage for their employees.

  2. Insured units only participating in the employment insurance program should complete the application procedures using the specific application forms for employment insurance.

    Insurance units only participating in the employment insurance program should complete and submit the following forms to the Bureau when there is any new employment or resignation of staff, salary adjustment or information change: "Employment Insurance New Enrollment Application Form," "Employment Insurance Withdrawal Form," "Employment Insurance Salary Adjustment Form," "Employment Insurance - Application Form for Changes in Insured Units" and "Employment Insurance - Application Form for Changes in Insured Persons."
