Expecting a Surge of Job Transfer after the Chinese New Year, the BLI Reminds Insured Units to Complete Enrollment for Employees on the Day of Employment to Protect their Rights and Interests.
The period around the Chinese New Year holidays is the peak season for career change. The BLI reminds the business entities that, regardless whether the new employee is working on a full-time or part-time basis, the employer should ensure that the employee is enrolled in Labor Insurance, Employment Insurance and Labor Occupational Accident Insurance(OAI) on the first day of his/her employment. This not only safeguards the basic rights and interests of the workers, but also helps disperse the operational risks of the employers and build up a safe and friendly working environment.
The BLI explained that a business entity, even with just one employee, is required to provide mandatory Employment Insurance and OAI coverage, effective on the employee's first day of work. Employers may also enroll employees in Labor Insurance on a voluntary basis. However, an employer with five or more employees is required to enroll them in Labor Insurance, Employment Insurance, and OAI. As long as the employer has lawfully completed the enrollment procedures, the employees will receive insurance benefits against the accident in a timely manner. This also helps lessen the employers’ compensatory liabilities under the Labor Standards Act against occupational accidents and effectively reduce the possibility of labor disputes.
For the workers preparing for a job change, the BLI further reminded them that, after reporting to a new job, they may proactively check whether the employer has completed the enrollment for them, so as to assure their rights and interests under the labor (employment/occupational accident) insurance. The BLI provides diversified and convenient channels for such enquiries. Workers may access the BLI’s e-service system through different mechanisms such as “Mobile Phone Authentication”, “Citizen Digital Certificate”, “Virtual Labor Insurance Certificate”, “Mobile Citizen Digital Certificate” and “Financial Electronic Certificate”. Alternatively, they may send enquiries through the issuing banks’ ATMs or websites, using the “Labor Protection Card”, or through the Post Offices’ ATM’s using the “Chunghwa Post ATM Card”. The BLI also welcomes the workers to contact the BLI for such services through telephone, over-the-counter, or by mail.
