12. Should people file for application for various payments under National Pension Insurance Program voluntarily? If yes, is there any time limit for filing application?

All the payments under National Pension Insurance Program should be applied by the insured persons voluntarily and there is a 5 year time limit for applying for the payments. Therefore, if one files the application 5 years after the insurance accident has happened, the following situations could happen:

  1. The applications for funeral benefits or maternity benefits are not accepted.
  2. Only the pension for the latest 5 years could be issued for “Old-Age Pension Payments”. For example, the insured person files the application when he/she reaches 72 years old, the old-age pension payments could only be issued for the last 5 years (from 67 years old to 72 years old); for the part between 65 years old and 66 years old, it has exceeded the 5 year time limit so the Bureau of Labor Insurance will not grant the payments.
  3. Survivor Pension Payments:could not be issued for the passing time, the payments could only be issued from the month of application. But from March 1, 2016 onwards, when the death contingency happens, and the beneficiary of survivor's pension payments don't submit application on the month they qualify for the benefits, the insurer should compensate the benefits retroactively to those who are entitled to trace back to 5 years before they submitted the application. However, for the part which has been claimed by other beneficiary is not included.
  4. Other payments such as “Old-age basic guaranteed pension payments”, “Disability Pension Payments”, “Disability Basic Guaranteed Pension Payments” all could not be issued for the passing time, the payments could only be issued from the month of application.
