2. I am already covered by Labor Insurance, do I still need to participate in the Employment Insurance?

  1. An employed worker shall simultaneously become an insured person of the employment insurance program when he/she is enrolled in the labor insurance program.

    Workers who are qualified to participate in the employment insurance program are not required to separately apply for coverage thereof if they have been enrolled in the labor insurance program by their employers. The Bureau shall directly enroll these workers as the insured persons of the employment insurance program. In the event an insured unit declares an insured person's withdrawal from the labor insurance program, his/her employment insurance coverage shall cease simultaneously.

  2. Insured persons who have participated in the labor insurance program through occupational unions are not allowed to enroll in the employment insurance program through the union.

    Since there is no employment relationship between an occupational union and its members, members are unable to enroll in employment insurance through the union. Members who are self-employed do not qualify as an employed worker, and shall therefore not be eligible for employment insurance. Workers who do not have a particular employer may enroll in the labor insurance program through the occupational union of their specific industries. However, if the worker is eligible for the employment insurance coverage during the period of employment, he/she shall participate in the employment insurance program through his/her employer.

  3. Trainees who have enrolled in the labor insurance program through vocational training institutes shall not participate in the employment insurance program through such institutes.

    There is no employment relationship between a trainee and the vocational training institute at which he/she receives training. Trainees who have enrolled in the labor insurance program through vocational training institutes, therefore, are not eligible for employment insurance coverage and not allowed to enrolled in the program through such institutes.
