8. Are insured units subject to penalties if they fail to enroll their employees in employment insurance in accordance with governing regulations,under-declare the employment insurance insured salary of their employees, or fail to pay the insurance premiums for their employees?

  1. Insured units that fail to enroll their employees in employment insurance shall be subject to a fine of 10 times the amount of payable insurance premiums for the period from the date of employment to the date preceding the day of actual enrollment or the day employment terminates.

  2. Insured units that have over-declared or under-declared the insured salaries of their employees shall be subject to a fine of 4 times the amount over-declared or under-declared starting from the date of actual violation. Insured units shall also be required to return the excess payment amounts received and compensate workers for any losses incurred thereby.

  3. Insured units that fail to pay insurance premiums for their employees as required by regulations and cause insured persons to pay the premiums instead, a fine amounting to 2 times the total premium payable shall be levied upon the insured units. Insured units shall moreover return the paid premiums to the insured persons.
