According to the Explanatory Letter Law No. 0980051718 issued by the Ministry of Justice on February 2, 2010, payment of insurance premiums and overdue fines is an obligation of the insured person required by public law, and the Bureau of Labor Insurance is therefore allowed to collect unpaid premiums or fines from insured persons via the issuing of collection notices with prescribed deadlines as an administrative act and the basis for injunction. As a result, if the overdue payment (premiums and/or overdue fines) remains unpaid after a demand for payment from the union or association, and the insured person still fails to make the payment after having received time limited payment notice from the Bureau, the case will be transferred to administrative enforcement.
