With Effect from January, 2023, the Payment Notices for Early Reemployment Incentives under the Employment Insurance Act Will Be Distributed by Text Messages Rather than Formal Approval Letters.

To support the government policy for energy saving and carbon reduction, in the meantime provide timely payment notices to the applicants of the Early Reemployment Incentives, the BLI will distribute the payment notices for Early Reemployment Incentives by text messages rather than formal approval letters. This will take effect on 1 January, 2023. Effective from the same date, if an individual has provided his/her mobile phone number on the application forms for the Early Reemployment Incentives (either in writing or through online application), the BLI will, on the next working day following the approval of the payment, send a text message to the applicant, which will replace the formal approval letter in writing.

Based on the 2021 records on the application of Early Reemployment Incentives, more than 90% of the applicants have filled in their mobile phone numbers on the application forms or through the BLI’s e-service system. To ensure that the applicants of the Early Reemployment Incentives can receive the text message in time, the BLI has added a reminder on the Early Reemployment Incentives Application Form and Benefit Receipt as well as its e-service system, which reads: “The BLI will send a text message to you when the case is approved. Please ensure you have provided a correct mobile phone number. “Also, through the text message, the applicant will be advised that the benefit will be paid within five working days to the applicant’s designated account with a financial institution. The applicant may check his/her account balance after five working days. He/she may also log onto the BLI’s global website (e-Service System) to check the progress, using his/her Citizen Digital Certificate or the Virtual Labor Insurance Certificate.

In future, for the small part of insured persons who have not provided their mobile phone numbers or who require formal approval letters in writing, the BLI will continue sending the formal approval letters by mail. For all those who have provided their mobile phone numbers, the BLI will send text messages instead.
