The BLI Offers Simple and Friendly One-Stop Service for Claiming Maternity Benefits

To save the time of the parents rushing around different government agencies for the birth registration of their new babies and relevant insurance claims, the BLI has, through continuous cross-organizational cooperation with the Ministry of the Interior, launched the “One-Stop” services. While applying for birth registration with the household registration office, a citizen may in the meantime claim labor insurance/national pension insurance maternity benefits. The simple and friendly service allows the simultaneous completion of household registration and the claim of insurance benefits. The applicant, in the meantime, will receive an earlier benefit payment by three to five working days. The service has so far benefited more than 70% of the mothers when they apply for the labor insurance/national pension insurance maternity benefits. The BLI encourages the public to make good use of this service.

When applying for birth registration at the household registration office, a mother may in the meantime apply for labor insurance/national pension insurance maternity benefits simply by presenting the applicant’s banking information with a local financial institution. To complete the application procedures for the labor insurance/national pension insurance maternity benefits, the clerk in the household registration office will print out the application form for the applicant to sign and confirm. 

If the mother is unable to visit the household registration office in person, she may engage an attorney to complete the application procedures on her behalf. For this purpose, she may download the template of the power of attorney from the global website of the Department of Household Registration, Ministry of the Interior or the BLI, Ministry of Labor, and give the completed form to the attorney accordingly.

Furthermore, parents holding citizen digital certificates may, without leaving home, simultaneously complete the birth registration and the claim for labor insurance/national pension insurance maternity benefits through the global website of the Department of Household Registration, Ministry of the Interior. To complete the online applications at home, they should in the meantime upload a photo carrying the details of the mother’s account with a local financial institution (If the applicant for birth registration is the father, a power of attorney should be uploaded separately).

The BLI reminded the public that, in case an individual is unable to apply for the labor insurance/national pension insurance maternity benefits through the one-stop service, he/she is still entitled to file an application within the time limit for claim (five years), either through the BLI’s e-service system or in writing. An applicant, however, only needs to choose one of the methods for the claim. Those who have already completed online application through the one-stop service or the BLI’s e-service system are not required to mail the application documents to the BLI separately. Please do not send duplicate applications, as this may increase the time for reviewing the case.
