The labor patterns and the population of non-standard workers are becoming increasingly diversified. The construction industry, for example, is featured by the multi-layer subcontracting system. Small projects, therefore, are sometimes undertaken by individual workers. Some workers, while not employed, are engaged in short-term delivery- platform services on holidays or during non-office hours. To provide suitable channels for the aforementioned workers to enroll in the occupational accident insurance, the government has incorporated a “Special Enrollment System” in the Labor Occupational Accident Insurance and Protection Act (hereinafter referred to as “Occupational Accidence Insurance Act”). The purpose is to ensure the work and life safety of these workers.
The special enrollment system shall apply to the following three types of workers:
- Natural person employers and their employees, for example, foremen and their temporary employees in the construction industry.
- Individuals actually engaged in labor work, for example, delivery-platform workers.
- Child workers providing services (not as employees) in accordance with the regulations stipulated in Article 45, Paragraph 4 of the Labor Standards Act, for example, child artists in commercials.
Before starting the work, the aforementioned workers may complete their enrollment to the occupational accident insurance, opting for any of the convenient enrollment channels provided by the Bureau of Labor Insurance (BLI), including the ibon kiosks in 7-eleven convenience stores, the
Special Enrollment System for Occupational Accident Insurance, or the occupational unions announced on BLI official website.
The Ministry of Labor points out that the insurance application submitted through the special enrollment system will take effect at the time when the premium payment has been actually completed. To obtain timely protection under the occupational accident insurance, therefore, the natural person employers or workers are reminded to complete the special enrollment procedures and premium payment before starting the work. Furthermore, if the work schedule is available in advance, the natural person employers and their employees may file the enrollment application ten days before the scheduled date through the special enrollment channels. The insurance shall become valid on the specified date in future, provided that the premium payment has been completed.
Based on the statistics of the Ministry of Labor, as at the end of March, 2025, total 154,889 insured units have participated in the special enrollment system, covering a total of 274,868 insured persons. On further observation, a total of 8,273 insured units have completed enrollment through the special enrollment system in March 2025, covering a total of 13,770 insured persons. This marks a significant increase from the 1,741 insured units or 2,672 insured persons of May, 2022, the first month when the system was implemented.
