公告事項：
Announcement：
一、委託類型：本局受託辦理國民年金保險基金國外投資委託保管業務，包括委託投資保管與自營投資保管兩部分。
I. Scope of Mandate: Custodian services for investments of the National Pension Insurance Fund to the BLI include custodian services for mandated investments and self investments.
二、委託額度及家數：委託總額度預計為美元拾億元整，委託1家業者。
II. Custody Amount : Target to be US$ 1 billion dollars with one selected custodian.
三、委託期間：自簽約日起5年。期滿經雙方同意，得按原契約規範之條件及保管費率（含已擴增金額）繼續委託5年，不以1次為限。
III. Custody Term : The term of investment management shall be five years, commencing upon the initial funding date. Upon the expiration of the initial term or any extension term, the parties may agree to extend the investment management term for a maximum additional five years upon the same terms and conditions hereof (taking into account of any increases in the Fund Assets). The investment management term may be extended more than once.
四、申請業者之資格條件如下：
IIII. Qualifications of Applicants :
1. 如為國外金融機構，須在台灣有客戶服務團隊，其型式限定為分公司型態。
1. If the applicant is a foreign financial institution, it should have a client service team in Taiwan, established as a branch company
2. 截至民國100年12月31日止，受託保管資產規模達等值美金5,000億元以上。受託保管資產規模未達等值美金5,000億元以上，但已達等值美金30億元者，應尋求保管資產規模達等值美金5,000億元以上全球保管銀行之合作，並取得本局所訂基本服務項目之合作意向書。(並於與本局簽約前簽訂正式契約)。
2. As of December 31, 2011, the assets under the applicant custodian’s custody should be at least US$500 billion. If the assets under its custody are between US$3 billion and US$500 billion, it should seek alliance with another custodian bank whose assets under custody are at least US$500 billion and enter into a letter of intent that covers the items of custodian services as provided by the Bureau (and sign the agreement with the alliance custody bank before signing the contract with the Bureau).
3.最近1年（民國100年12月31日止）最新一次信用評等等級，長期債務信用評等均須達Standard ＆ Poor’s Corporation 評定達「A」等級以上或Moody’s Investors Service評定達「A2」等級以上或Fitch Ratings Ltd.評定達「A」等級以上或中華信評評定達「twA」等級以上。
3. For the past year (ended on Dec 31, 2011), its most updated long-term debt credit rating should satisfy any of the following levels: rating at/above “A“ by Standard & Poor’s Corporation or rating at/above “A2” by Moody’s Investors Service or rating at/above “A” by Fitch Ratings Ltd or rating at/above “twA” by Taiwan Ratings Corporation.

六、申請書表文件之領件：申請業者應自中華民國101年2月24日起，於本局全球資訊網站(http://www.bli.gov.tw)下載各項申請書表及相關參考文件。
VI. Requesting the Application Documents：The applicant custodian should, starting from Feb 24th, 2012, download the following application documents and related reference documents from the website of the Bureau (http://www.bli.gov.tw)
七、申請書表文件之投遞及簽收：申請業者應於中華民國101年3月22日下午5時30分前，以「掛號」郵件或由專人於上述時間內送達本局秘書室總務科（中華民國台灣台北市羅斯福路1段4號11樓），並取得收件憑證。申請業者應自行估計送達時間，逾期本局不予受理，如有延誤本局不負任何責任。凡經遞出之申請資料不得以任何理由申請更改、作廢或退還。
VII. The applicant custodian should deliver the documents with “registered mail” or by courier to the Secretariat (General Affairs Section) of the Bureau (11F, No. 4, Sec 1, Roosevelt Rd, Taipei, Taiwan(R.O.C.)) with arrival time prior to 5:30 pm Mar 22 nd, 2012, and obtain the receipt certificate. The applicant custodian should itself estimate the time for arrival; delayed documents will not be received by the Bureau, and the Bureau will not be responsible for such delay. Application documents that have been submitted shall not be revised, revoked or returned for whatever reason.
