Know Your Labor Rights! Bureau of Labor Insurance Launches the "BLI Mobile APP Service"

In view of the increasing prevalence of wireless networks, smart phones, and tablet computers, on September 27, 2012 the Bureau of Labor Insurance (BLI), Council of Labor Affairs launched a personalized mobile service by integrating the Citizen Digital Certificate/Electronic Signature and the APP services. This new approach not only demonstrates BLI's efforts to provide more diversified and convenient channels for public inquiries on labor-related benefits, but integrating Citizen Digital Certificate/Electronic Signatures into APP services is also a groundbreaking first for government agencies.

In the past, the public could access personal information on labor insurance, employment insurance, farmers' insurance, pensions, and national pension insurance through the following channels: inquiries over the counter, telephone, written applications, through Citizen Digital Certificate or the Labor Protection Cards, etc. Considering the increasing prevalence of wireless networks, smart phones, and tablet computers, on September 27 the BLI added a mobile APP service since, which supports IOS, Android and Window Phone systems. The initiative allows the public to check their labor-related rights and interests whenever and wherever necessary.

BLI explained that, considering the private information involved in the "BLI Mobile APP Service" inquiries, the Bureau will implement protective measures to safeguard all personal information. After downloading the APP for the first time, users should register with BLI's e-Service system using their Citizen Digital Certificate, obtain their account password, and complete the authentication process for the mobile service. Users can then access the mobile APP and review personal labor benefits on smart phones or tablet PCs at any location with a wireless network whenever necessary.

Inquiry services under the "BLI Mobile APP Service" will be launched in two stages. The following items are currently available: The BLI profile of the insured, including change records and insured period for different insurance types, as well as individual labor pension account details and relevant benefit calculations. Additional inquiry services to be launched in the second stage in 2013 include: Benefit claim status, old-age benefit calculation for labor insurance and national pension insurance, overdue premium records, information on service points, and "pick-up" services. To provide more integrated, pertinent, and personalized services to the public, BLI will periodically review and adjust these service items in the future based on the needs of the people.
