25. If the worker’s position taking or quitting date is on weekend, national holidays, memorial days, Labor Day or the work suspension days declared by the Directorate-General of Personnel Administration, Executive Yuan due to natural disasters (typhoon , extremely heavy rain, etc.), how should the employer arrange the insurance enrollment or withdrawal?

According to regulations, if an employee’s employment or separation date falls on a weekend, national holiday, memorial day, Labor Day, or a work suspension day announced by the Directorate-General of Personnel Administration, Executive Yuan due to a natural disaster (typhoon, heavy rain, etc.); and the insured unit applies for insurance enrollment or withdrawal on the working day following the holiday and submits relevant proof of employment or separation, the insurance will start or cease to be effective from such date.

In practice, the BLI offers more diverse and flexible application options for insured units:
I. Online application
Insured units can use any of the following methods on the BLI’s e-Service System to apply for their employees’ insurance enrollment or withdrawal. Employees’ insurance benefits will not be affected by holidays or employment separation:
(1) Application on the same day: Through the BLI’s “e-Service System”, the insured units may submit the enrollment or withdrawal applications online, also available on holidays.
(2) Application in advance: The insured units may file the online enrollment or withdrawal applications in advance. Such applications may be filed within 10 days before the scheduled date of employment or separation of the employee.
(3) Application on the first working day after a holiday: Insured units may file the online enrollment or withdrawal applications on the first working day after a holiday since the employee’s date of employment or separation.

II. Written application
If the insured unit is not eligible for online application of the BLI, it should complete the application form for insurance enrollment or withdrawal on the first working day after the holiday. The application form should indicate that the enrollment or withdrawal information requires correction because the date of employment or separation falls on a holiday, and include as attachment the proof of the employee’s employment or separation date. These should then be mailed to the BLI.

For example: If an employee joins or leaves the company on May 1, 2025, which falls on a holiday, the insured unit may apply for the employee’s insurance enrollment or withdrawal via the following methods:
(1) Application via the BLI’s e-Service System:
The insured unit may apply online for insurance enrollment or withdrawal on the employee’s employment or separation date on May 1, 2025. It may also apply in advance for insurance enrollment or withdrawal online within 10 days before the employee’s employment or separation date (between April 21 and April 30, 2025). Alternatively, on the first working day after the holiday (May 2, 2025), it may apply online for insurance enrollment or withdrawal starting from May 1, 2025. The insurance will start or cease to be effective from the employee’s employment or separation date.
(2) Written application:
Insured units can fill out the insurance enrollment or withdrawal application form on the first working day after the holiday (May 2, 2025). The application form should indicate that the enrollment or withdrawal information requires correction because the date of employment or separation falls on a holiday, and include as attachment the proof of the employee’s employment or separation date. These should then be mailed to the BLI. Similarly, the enrollment or withdrawal will take effect on the employee’s employment or separation date.
