Occupational accident insurance premium rate of labor insurance shall be adjusted in 2022, and insured units will be notified of merit rating at end of year.

The experience rate system shall be applied to the occupational accident insurance of labor insurance. The Executive Yuan has approved the occupational accident insurance of labor insurance premium rate for next year (2022), as announced by the Ministry of Labor. The average rate will be reduced from the existing 0.21% to 0.2%. Furthermore, merit rating will apply to a total of 12,803 insured units in 2022, 10,571 or 82.6% of which will be paying at the same or lower rates.

According to the Labor Insurance Act, the occupational accident insurance of labor insurance premium rate is divided into two types which are Business Category Accident Premium and On and Off Duty Accident Premium. The rate shall be adjusted once every three years. The average Business Category Accident Premium rate for 2022 will be reduced from the existing 0.14% to 0.13%, and the On and Off Duty Accident Premium rate will stay at 0.07%. The average occupational accident insurance premium rate after the adjustment will be 0.20% (0.13%+0.07%).

Starting in October 2021, the new Table of Business Category and Premium Applicable for the Occupational Accident of Labor Insurance will be available on the Bureau of Labor Insurance (BLI) website to insured units wishing to calculate premiums in advance. In addition, BLI will be printing notices on the back of premium payment slips  in October 2021 (to be mailed out at the end of November 2021) to inform the insured units of the adjustment.

Besides, for insured units having seventy or more insured persons, they shall also be subject to the "Merit Rate System" when determining the Business Category Premium Rate. The rate shall be adjusted annually based on the percentage of the total occupational accident claim against the total occupational accident premium payable during the preceding three years. In 2022, the merit rate system will be applicable to a total of 12,803 insured units, an increase of 75 from year 2021, of which 9,738 (76.1%) will be paying at a reduced premium rate; 2,232 (17.4%) will be paying at a higher rate; and 833 (6.5%) will remain paying at the same rate. BLI will be printing notices in October 2021 to inform the related insured units.
