5. Are the payment methods of labor occupational accident insurance premiums (excluding special enrollment) and labor insurance premiums the same? What are the methods?

The payment methods for labor occupational accident insurance premiums (excluding special enrollment) and labor insurance premiums are the same, and the following methods can be adopted:

  1. Direct deduction by financial institutions: You could apply for direct deduction of premium payments by completing the "Direct Deduction Agreement Form" at the financial institutions designated by the Bureau of Labor Insurance and bringing with you your seal (which you used when opening your bank account), passbook, and payment receipt. After you have completed the application procedure, your insurance premium will be deducted every month.
  2. In-person payment at financial institutions [no handling fee]
    Insured units may pay in cash at designated financial institutions of the BLI by presenting the payment slip. If paying by check, only current checks issued by the clearinghouse in the location of the designated financial institution are accepted (please make the check payable to “Limited to Labor Insurance Premiums”).
    The following financial institutions are authorized to collect insurance premiums:

Online payment: Currently, 18 financial institutions offer online banking services, including Bank of Taiwan, Land Bank, Taiwan Cooperative Bank, Taipei Fubon Bank, Sunny Bank, Yuanta Bank, Mega International Commercial Bank, Taiwan Business Bank, Hua Nan Bank, Chang Hwa Bank, Bank of Kaohsiung, E. Sun Bank, COTA Commercial Bank, Chinatrust Commercial Bank, Cathay United Bank, Union Bank of Taiwan, Taichung Bank and Shin Kong Bank. If you have an ATM card reader device, you can complete your payment through online ATM service provided by 15 financial institutions, including Bank of Taiwan (limited to IC cards issued by Bank of Taiwan), Union Bank of Taiwan, Land Bank, Taiwan Cooperative Bank, Taipei Fubon Bank, Yuanta Bank, Mega International Commercial Bank, Taiwan Business Bank, Hua Nan Bank, First Bank, Chang Hwa Bank, Bank of Kaohsiung, Chunghwa Post Co. Ltd. (limited to Chunghwa IC cards), E. Sun Bank, and COTA Commercial Bank.
  4. Payment at convenience stores: Since January 1, 2011, the Bureau of Labor Insurance has begun issuing payment invoices for insurance premium. Insured units whose premium is less than NT$30,000 may pay their premium at Taiwan's four major convenience stores   (7-11, Family Mart, Hi-Life, and OK), where a handling fee of NT$5 is charged per payment made.
  5. Payment via National Payment Network [a handling fee of NTD 3 is payable]
    Log in to the "National Payment Network", select "Insurance Premium/Labor Pension → Labor and Employment Insurance Premium", and follow the instructions to pay with a current deposit account or a debit card.
    Payment by current deposit account: The company payment slip shall deduct the amount from the company account, not the account of the person in-charge; the individual payment slip shall deduct the amount from his/her personal account.
    Payment by the debit card: A card reader is required. In addition to payment via the company (or individual) payment slips, you can also pay for others’ payment slips.
  6. Payment via ATM [interbank fees are payable, and the charging standard is calculated according to the regulations of each financial institution]
    Those who use debit cards and insurance premium payment slips shall go to the ATMs available for automated service of inter-bank transfer to make payment, interbank fees are payable.
    Steps: Insert the debit card and enter the password → select "Payment/Transfer" → enter "Beneficiary Bank Code: 004" → Enter "Beneficiary Account Number (Debit Account Number)" → Enter the number of the "Amount" payable → Confirm that all information is correct → Print the transaction details.
  7. Mobile Payment [a handling fee of NTD 3 is payable, Payment limits are subject to the regulations of each payment service provider.]
    (1) Taiwan Pay: Download the "Taiwan Pay APP" and add the debit card. Click "Payment by Scanning" to scan the QR Code on the payment slip, select the debit card added, and enter the password to complete the payment.
    (2) icash Pay: Download the” icash Pay” app on your mobile phone, link your bank account or stored-value electronic payment account, and tap “Scan Barcode” to scan the QR code on the payment slip so the payment information is automatically filled in, then select the payment method and follow the specified steps to complete the payment.
    (3) O’Pay: Download the “O’Pay Electronic Payment” app on your mobile phone, link your bank account or stored-value O’Pay account, and click “Scan” to scan the QR code on the payment slip so the payment information is automatically filled in, then select the payment method and follow the specified steps to complete the payment. 
    (4) (4.)iPASS MONEY: iPASS MONEY: Download the “iPASS MONEY” app on your mobile phone, top up your mobile payment account, and tap “Scan to Pay” to scan the QR code on the payment slip so the payment information is automatically filled in, then complete the payment by following the specified steps. 
    (5) PX Pay Plus: Download the “PX Pay Plus” app on your mobile phone, link your bank account or stored-value PX Pay Plus account, go to “Payment > Life Security > Social Insurance > Labor and Employment Insurance Premium”, and click “Scan Bill” to scan the QR code on the payment bill so the payment information is automatically filled in, then select the payment method and follow the specified steps to complete the payment (limited to NT$2,500).
