History of the Organization

     In the early stage after the labor insurance system went into force in 1950, Taiwan Life Insurance was authorized to handle the whole business for which the insurance company established the "Department of Labor Insurance".  In 1958, the Central Government worked on the legislation for this system,which was  established  April 16,1960. 

     The"Taiwan Provincial Bureau of Labor Insurance" took charge of the affairs of labor insurance.  At the time it was clearly stipulated in law that the authorities in charge of this business were divided into two levels---central level and local level.  The former was specified as the Ministry of Interior and the latter was specified as the provincial social bureaus and the departments of social affairs in cities.  The "Labor Insurance Supervisory Commission" was in charge of monitoring and examining the affairs and finance of labor insurance and  disputes involved therein. 

     In 1968 the first amendment of the statute governing labor insurance was enforced and  the Executive Yuan amended the application  details of the  rules and regulations accordingly. Since then enforcement of the labor insurance system has extended to Fujian Province (Kinmen and Matsu included) and Taipei City and thus  the"Taiwan Provincial Bureau of Labor Insurance" became the "Bureau of Labor Insurance in the Provinces of Taiwan and Fujian". 

     In the third amendment of the statute governing labor insurance carried out in 1979, the authorities in charge of the affairs of labor insurance were the Ministry of Interior for the Central Government and the local governments, including the provincial government and municipal governments. The "Bureau of Labor Insurance in the Provinces of Taiwan and Fujian" was listed among Grade 2 organizations in the provincial government and its position was parallel to that of a department or an office of the provincial government.

     The fourth amendment of the statute was carried out in 1988.  At the time the Council of Labor Affairs had been formed, and the Central Government assigned this council to take charge of the affairs of labor insurance. The provincial government and the municipal governments retained local jurisdiction over these affairs.

     In the fifth amendment of the statute carried out in 1995, all the sentences and phrases in connection with "commissioning local governments to handle the affairs of labor insurance" were deleted.  On November 8, 1995, the "Organization Act of the Bureau of Labor Insurance" was published and went into force. On July 1, 1996, the."Bureau of Labor Insurance in the Provinces of Taiwan and Fujian" came  under the jurisdiction of the Council of Labor Affairs under the Executive Yuan, and the name was formally changed to the"Bureau of Labor Insurance".

     On January 9, 2014, the Bureau of Labor Insurance, Ministry of Labor Organization Act was passed by the Legislative Yuan after the third reading. It was promulgated on January 29, 2014 by the President’s Order No. Hua-zong-1-zi-10300010791 and enforced as from February 17, 2014 according to the Executive Yuan’s Order No. Yuan-shou-fa-zi-1031300100 issued on February 13, 2014. Meanwhile, the Bureau of Labor Insurance was officially renamed “Bureau of Labor Insurance, Ministry of Labor.”
